I use an EDC system with many of the items roughly the shape of a pen.
For what you are describing I use a Bick pen tube. The writing end and ink is removed and the tube is filled with your standard cotton-ball, Vaseline combination.
With the cap replaced it is waterproof and looks like a pen (Still identifiable using a color code)
Moisture does not seem to effect the Vaseline soaked cotton.
You can pack a surprisingly enormous amount of cotton-balls into the pen. (good for hundreds of fires)

Side by side with custom sized elastic loops, are pen, pencil, Sharpies in multiple colors (many uses ever tried lighting the tip?) exacto style knife, Cigar tube with odds and ends, bick, pen shaped mini screwdriver with multiple heads, tubes from old eyeglass repair kits some have storm matches, one has a basic sewing kit, sparker rod, cotton-ball Vaseline tinder pen and more.
As a hint, just before filling the last half inch of the tinder pen, make a little tube of aluminum foil that fits just inside the pen and protrudes a 1/4 inch or more,, and then pack the rest of the cotton-balls in before putting on the cap. You can pull up a bit and twist a bit of cotton and lite it like a candle/grease lamp. The metal serves to prevent you from melting the pen. (Or,, you could use a metal pen tube in the first place!)

I've been carrying this mini-zippo lighter for over a year and it still works fine. Very similar to the "peanut" lighter countycomm sells.
It's pretty cheap - $2.50 and small enough to actually go on my keychain (1/2"x2") along with my fenix e01 flashlight, leatherman squirt ps4, and spiderco ladybug knife.
This lighter still works after a year of being abused on my keychain and in my pocket daily. I DON'T THINK it WOULD STAND UP TO DAILY USE IF YOU WERE A SMOKER but the o=ring keeps enough fluid in it to always light even if I dont check and refill it very often.
Here's the link to it - http://www.dealextreme.com/p/super-m...l-lighter-3734

Yeah I didn't think it was gonna last so long when I first got it but it's still doin good. Worst case the lighter stops working but I've still got fuel soaked tinder and maybe even a spark. Could always yank out the lighter guts and pack vaseline & cotton balls in the little tube.

Speaking of Cotton Balls... I have "played" with Cotton Balls soaked in the "Waterless" hand disinfectant gel (Label States 62% alcohol) seems to work short term I keep them in stored in waterproof match container. But I do not know how the alcohol and the plastic container are going to do in the long run nor do I know if the "Waterproof" o-ring will keep the alcohol from eventually evaporating all together. Also I want to test the Gel itself as a "Fire Gel" just spread it over some kindling (like I could not find good dry tender) and see if it will burn long enough and hot enough to catch it on fire.

I'm not sure if I saw it here or not, but a small, space-saving tinder device is a tampon. It could easily fit in one of your waterproof keychain containers. My daughter left a couple (OB brand) at my BOL, I'm going to fill the center with Vaseline (the tampons you pervs). Here is a video on YouTube showing one in action: http://www.youtube.com/watch?v=0FP4jC7vYng
I hear they are on sale at Walgreen's, two dollars a box, no strings attached, har har.

I found a better YouTube video on the survival tampon. 8 minutes is long, but worth the wait at the end. http://www.youtube.com/watch?v=qfwzl...layer_embedded
