How to remove chemicals in water?

Will using something like the “Waves for Water” or another ceramic type filter remove chemicals in water, such as oil, gas, fertilizers, and all the other fun chemicals that make there way in to the water system from run off? Or take the worst case scenario like New Orleans, where you have a multitude of chemicals in the water. It does no good in my opinion to remove all the virus and bacteria from the water only to die from some other chemical in the water that is worse than either of the two things I just removed.

And if not, any idea on how to go about removing them?
