Thermal imagers utilize IR technology. All objects emit infrared radiation above absolute zero. I believe it's called the radiation body law or something like that. The heat of each object would control the amount of IR being emitted. In this case the cardboard would be closer to the ambient air, which knowing where you live it was likely colder than the hand warmer. The thermal device would pick up this IR signal and you shoot it and have a dead cardboard target.
Either that, or you were just bored and had a few hand warmers around that really pi$$ed you off.

Could also serve as a dummy target, for fooling or distracting someone with IR tech. they will see a warm sillouette, and either shoot it thus giving away their position, or "ZOMG TOO MANY PREPPERS!" and beat feet.Also,test setup for IR defeating devices, see Max Velocity's "Patriot Dawn"---------------

The biggest thing wrong with that target is the lack of perforations...
