Hypothetical question.... Say if a person in Texas wanted to buy s handgun from a private individual in Virginia... How would it have to be shipped??? I am guessing he would have to ship to a local licensed dealer???

@Sech: correct, if it is going across state lines you need to somehow get a FFL dealer involved to record the purchase and pickup of the weapon. They use to only charge $25 for this service, but more and more are getting freaking greedy. My old boss at the gunstore (he was the owner) raised his "fee" to $100 new or used gun transfers. He said he makes money selling guns, he doesn't make "enough" helpnig you transfer one.
Inside the same state, you meet at a police station (leave the gun in the trunk) go inside together and record the transaction and go back outside to exchange the cash and handgun. (for your own safety, do not bring any ammunition with this type of transaction)
