in brazil but American cities such as las vegas have bad forecasts.

what if.... you had a high paying job in vegas, but no water and wanted to sell your home,
so you could move off to the land of mucho water...

sounds to me like vegas would look like Detroit or worse.

In a word. STORAGE. Large surfce areas to harvest what rain there is and large storage tanks to keep it

hmm. large storage is great, but seems to me folks should be expeditiously moving away.
but instead folks are still gravitating toward the drought areas.
