attack in ca on a grid substation and orders for utilities to secure them.

when I first saw title I thought it sounded like some punk kids playing with guns...
but after reading it.... sounded more like a muslim terror attack?

Yeah, that was back in 2013. The report at the time was just kids messing around. Then a few weeks later, when reports were that it was high powered rifle round that took out a couple transformers, the "official" gov report was a stray bullet from hunters (yeah, basically move on folks nothing to see). Then after a few months the thought was a trial run type hit. As with many of these types of incidents the story morphs as the real facts start getting released.

And then we have this story...from CNN no less....

Here's a quote that should make you feel warm and fuzzy...
Washington (CNN) -- China and "probably one or two other" countries have the capacity to shut down the nation's power grid and other critical infrastructure through a cyber attack, the head of the National Security Agency told a Congressional panel Thursday.
