It's by design. The more people that depend on the government systems, the more voting power you have. Then more voting power you have the more assistance given, and then more voters join the system. It's smart really; they are creating their own voting class (just like immigration bill is going to do).
People who are content being middle class are having to make changes not to fall below poverty, and I feel this explains the explosion of "rich" in the country. People had to do something, so they took a risk.
