This is probably spot on. With the government and rebel forces both controlling parts of the military stockpiles, there is no telling who used what.

Agreed! The only time I care about what's going on over there is when the rebels kill Christians. Assad is no good guy, but the thing we forget about the muslim world is that their dictators are far more pragmatic than religious, especially the more secular ones.
