I hate to say it but there was a reason that "back in the day" you could not vote if you were not a property owner (owners payed Property Taxes this was before income taxes were set up)... The idea was if you were not paying into the tax bucket you did not get a say in what happened with the tax bucket.

If I am lazy and dont want to work... I will always vote for more "free" tax money.

That wasn't the real intent of that at all. It is easy to see that when you consider that it was actually more specifically only white adult male property owners who were only allowed to vote "back in the day" and that group initially made up less than 20% of the population but had basically all the power.
