Frankly, if this was a "mass shooting" as opposed to "workplace violence", it is only because the NYPD can't shoot straight. I've read other reports that put the number wounded by the police at 8 of the 9 total. Gun bloggers such as Sebastian are asking some tough questions of Mayor Mike about the atrocious marksmanship of the the police.

But according to the stuff the Mayor is saying, the "heroic officers" did everything right, 8 or 9 innocent bystanders being mowed down is no big deal, a small price to pay to get the bad guy.
