My parents live in the foothills with a septic system, but because of the hill they are on, and the percolation qualities of the area below them, they have a lift pump to bring the efluent from the tanks back to the high side of the property. Fortunately, this is not completely necessary for them, it just creates a wet area downhill from them, no stink, when the ground is too damp and it should be pumping. One of the things to consider is how deep your sewer line is in a city situation. Back in Nebraska the city did a remake of the sewer lines and moved them from about 2 feet below grade to about 8 feet below grade in the street. You would want to be able to get down to the line, cut it in two places, insert a cutoff or check type valve and then provide an access box to service it in the future. You will be running out of water pretty quickly in most city situations when power fails, so the problem will be coming to an end then anyway.III We are everywhere.
