So what would a LEO need to look for when attempting to find a small unknown group or single what do they call it, lone wolf, in the support phase of preoperations (AKA buying stuff)?
I remember that pasty skinned politican coming out and saying how awful us dangerous ex military guys were ya know being trained, experienced and all and how mad i was for days till i got to thinking about it and trying to come up with an alternate list i could shove in his face. I got rebuted on bout everything so help me out and tell me what would be on the list if you were hunting for them. I know most aint gonna hurt a fly and like myself just wanna be left alone but there are some that do the same stuff we do and then go south, so as someone who has no experience how do you find them and what do you tell the general population to look for? I mean we cant all see them strapping a pack to a bridge support with a antigovernment forehead tat or yelling allah akbar

I think the fallacy in the thinking is that you can determine who fits a 'profile' and stop things before they happen. So to not miss anything you get a list more inclusive than it needs to be. Also from a LE angle this is a big shift from solving crimes to preventing 'acts'. Re-action to prevention. Doesn't make Me feel any better and some list made by the gov't, but I won't change anything I do now.

SO as I read the list of things that they need to look for they got me on a couple.
pay cash--yup
identity “privacy-----yup
Make bulk purchases of items to include:-----yup
Weatherproofed ammunition or match containers----yup
Meals Ready to Eat----yup(wonder if TV dinners are included)
Night Vision Devices; night flashlights; gas masks----yup
High capacity magazines----yup
Bi-pods or tri-pods for rifles-----yup
BUT WAIT

I have been on the list I guess since I was 8 years old. The first "gear" I ever bought was a "night flashlight" Is there any other kind?
The funny part is that they can profile you for buying an extra can of pork and beans but they can't profile you at an airport. Can someone explain that one to me? I guess I'm just not smart enough, or they really NEED to pull the diapers off those 80 year old women who want to fly home to die.
I know Aldi foods now ask for your zip code when you buy food. The last time I was there I asked why and the girl had no answer other than they were told to ask now. I told her that was weird and she agreed.

I did get an answer on that one from several stores. They will concentrate their flyers they send out based on zip codes. It's a marketing tool

So seeing 5 guys with particular prison/gang tattoos, at 2am, wearing baggy clothing and bandannas, peering into a closed store, with a running car nearby, with a driver shouldnt be profiled by the cop driving by? Matt, I was thinking more of gathering intelligence or developing guidelines of potential 'terrorists', than active observation of suspicious behavior. In your example something is actively occuring and there is probable cause to question the subjects.
I think that the feds trying to come up with a too inclusive list, results is too large of a group of potential 'bad guys', I think that a more focused approach would serve better.
I couldn't agree more about 9/11 and am sure that preventative investigation has stopped other instances.

look up the zipcode for Washington DC and give them that one
