As Long as you are only talking about Tear gas and nothing else, it might work or at least be better than nothing and might allow you out of a situation.
The only problem would be if you took the time to fabricate them, then you expect to need them and if you have the expectant to need them they make better ones and you should buy them.
let someone grab a can of pepper spray and you can find out! After all we teach that you need to test your equipment, dont think you'll die :)

No seriously, we checked our seals on military masks with this stuff that smelled like bannas. Klayton if your still lurking there ya old NBC NCO help a brother out. If we could smell this substance the mask wasnt sealed. Find a strong smelling substance, place it below the airhole and wave it around the edges and see if you can smell it. If you do, well your hit, it aint gonna stop gas oh and let us know!

Umm I am not sure that is a very *good* protective mask. I mean, I can't see the exhaust valve so it would appear to be the same exit as the inlet hole? that means all that space in the mask is going to recycle air, I could see one getting alot of recycled CO2 with every breath and every breath the CO2 concentration growing... that pretty much = unsciousness which = dead if you dont knock the mask off as you fall to the ground... just making an educated observation is all... :)
Can't imagine it working for any chemical. I fit tested TB mask using aerosolized saccharine and large numbers of people failed! Imagine tear gas or pepper spray. I like Matts idea of testing it!
Klayton is right about the C.O buildup. I've had to wear both a face mask, like N-95, and a plastic face shield at the same time. It was because of a particularly nasty surgical case and the medical team had to wear the get up for a while. Not only did C02 build up, but vapor collecting inside the mask made seeing difficult. The entire thing was horrible. Finally the physician (who did care about OHSA rules) pulled the get up off. The rest of us had to suffer.
It would however work for some biological exposures for a limited amount of time. How long would depend on the build up of CO2 and water vapor. It would not work for some viral agents. The are just too small.
Would I use it? If there were no other alternation - absolutely. It'd be better than nothing.

A less tearful way of testing the mask is stink bombs. You know, the kind we got in trouble with in school. In a confined area step on a couple and see if you can smell them. Works for me.
@Bill Foster: in my military days one of my "extra duties" was NBC NCO; we used banana oil ampules (think of the ammonia ampules they use to wake up the faint hearted people) if you can smell the banana with the mask on, you gotta leak...

Yes you can find ammonia inhalants on Ebay usually also. A cheap and important way to test your gear.
Their is an article I think in the Gear subforum about gas mask check and clear that will cover how to test them. Real gas masks I mean, not a Pepsi bottle ;)
