I don't think he is anywhere close to being able to declare martial law. He would be impeached and convicted. If he disbanded the congress to prevent this (which would require arresting and detaining its members), the military might very well step in (their pledge is to the constitution, not the C-in-C).
Also, I don't think his motives, even when I put my tin-foil hat on, are racial in nature. They are the gutting of our class and economic system for replacement by centralized command economy and the favoring of a variety of preferred dependent classes at the expense (i.e. confisication of) the productive members of society. But now, with tin foil hat off....
Obama isn't an evil genius. He's a guy of reasonable but not exceptional smarts who is in way over his head. He also suffers from his lack of experience to the degree that he keeps burying himself even further. He is personally no threat as a potential dictator.
